What FDA proposed

FDA published the proposed rule on January 16, 2025. It would require a compact Nutrition Info box on the principal display panel of most foods that must bear a Nutrition Facts label.

The proposed box would show saturated fat, sodium, and added sugars per serving. Each nutrient would be described as Low, Med, or High, using the product's percent Daily Value. Calories would not be part of the required box under the proposal.

The proposal also includes formatting rules, special layouts for certain packages, exemptions, and revisions to some low-sodium and low-saturated-fat claim provisions. None of those proposed details should be treated as final requirements.

The December 2026 date is a planning target

The current Unified Agenda lists the action at the final-rule stage and projects a final rule in December 2026. That date is an agency planning projection. It is not a publication guarantee, effective date, or compliance deadline.

Five things quality teams can prepare now

Preparation should stay reversible until FDA publishes a final rule.

  1. 01 · Portfolio

    List products that bear Nutrition Facts

    Record each SKU, package size, panel format, available label space, current artwork version, and any basis for a possible exemption or special format.

  2. 02 · Nutrition data

    Confirm the source behind each panel

    Identify the approved serving-size basis and current saturated fat, sodium, added sugars, and percent Daily Value data for each product.

  3. 03 · Package space

    Measure the principal display panel

    Keep current dimensions, dielines, package photographs, and alternate-layout constraints available. Avoid committing final artwork to a proposed format.

  4. 04 · Claims

    Inventory sodium and saturated-fat claims

    Flag products with related nutrient-content claims so the final rule's consistency provisions can be reviewed against the same nutrition data and artwork.

  5. 05 · Change control

    Assign an owner and a source-recheck trigger

    Name who will recheck the Federal Register, the FDA topic page, and the Unified Agenda. Keep any packaging, nutrition-data, supplier, or claim work labeled as preparation until a controlling final document publishes.

Proposed scope and timing to keep separate

  • The proposal generally covers most foods required to bear a Nutrition Facts label.
  • Proposed exemptions include certain foods exempt from Nutrition Facts labeling, packages with less than 12 square inches available for labeling, certain gift-package outer wrappers, and qualifying unit containers in multiunit retail packages.
  • The proposal describes compliance 3 years after a final rule's effective date for businesses with at least $10 million in annual food sales and 4 years for smaller businesses.

These are proposed provisions. A future final rule may change the scope, design, exemptions, thresholds, effective date, or compliance periods.
